Narrative:

Air carrier X departed pdx wbound climbing to 6000 ft. A VFR overflt was observed 3 NM west of pdx at 5500 ft. I then issued the traffic and stopped air carrier X at 5000 ft. Air carrier X eventually saw the traffic, verified the altitude, and continued to climb sbound. If pdx had a class B airspace and these aircraft would be required to call us, this conflict could be avoided. Pdx has been qualified for class B airspace for yrs.

Title: P80 CTLR REQUIRED TO ASSIGN NEW ALT TO E120 DUE TO UNCTLED VFR ACFT PASSING THROUGH DEP COURSE.

Narrative: ACR X DEPARTED PDX WBOUND CLBING TO 6000 FT. A VFR OVERFLT WAS OBSERVED 3 NM W OF PDX AT 5500 FT. I THEN ISSUED THE TFC AND STOPPED ACR X AT 5000 FT. ACR X EVENTUALLY SAW THE TFC, VERIFIED THE ALT, AND CONTINUED TO CLB SBOUND. IF PDX HAD A CLASS B AIRSPACE AND THESE ACFT WOULD BE REQUIRED TO CALL US, THIS CONFLICT COULD BE AVOIDED. PDX HAS BEEN QUALIFIED FOR CLASS B AIRSPACE FOR YRS.
