Narrative:
Captain's leg, initiated takeoff roll. I scanned inside at power application and as I looked outside, captain aborted at a speed of less than 70 KTS. This was due to the previous aircraft aborting its takeoff roll. Tower cleared us for takeoff and then advised us to abort when they realized what was happening. At that point, the abort had already been initiated. The performance considerations are observed as follows: 1) ATC should not clear a subsequent aircraft for takeoff unless the runway is clear of all traffic. 2) pilots should not initiate a takeoff roll unless the runway is clear. 3) PNF should scan outside to assure the above conditions are met before allowing takeoff.

Title: DTW ATCT LCL CTLR CLRED THE #1 ACFT FOR TKOF THEN IMMEDIATELY CLRED THE #2 ACFT FOR TKOF. #1 ACFT ABORTED REQUIRING #2 APCHING 70 KTS TO ABORT.
Narrative: CAPT'S LEG, INITIATED TKOF ROLL. I SCANNED INSIDE AT PWR APPLICATION AND AS I LOOKED OUTSIDE, CAPT ABORTED AT A SPD OF LESS THAN 70 KTS. THIS WAS DUE TO THE PREVIOUS ACFT ABORTING ITS TKOF ROLL. TWR CLRED US FOR TKOF AND THEN ADVISED US TO ABORT WHEN THEY REALIZED WHAT WAS HAPPENING. AT THAT POINT, THE ABORT HAD ALREADY BEEN INITIATED. THE PERFORMANCE CONSIDERATIONS ARE OBSERVED AS FOLLOWS: 1) ATC SHOULD NOT CLR A SUBSEQUENT ACFT FOR TKOF UNLESS THE RWY IS CLR OF ALL TFC. 2) PLTS SHOULD NOT INITIATE A TKOF ROLL UNLESS THE RWY IS CLR. 3) PNF SHOULD SCAN OUTSIDE TO ASSURE THE ABOVE CONDITIONS ARE MET BEFORE ALLOWING TKOF.
