Narrative:
We departed ZZZ for ont on an ETOPS flight, 180 min rule, without certification of ETOPS predep check in logbook by maintenance. We were originally scheduled to fly ZZZ-ogg-ont. This normal pairing involves a stop in maui where payload is downloaded/uplifted, fuel added and ETOPS predep check is accomplished for the ogg-ont leg. Within mins of our original scheduled departure, a decision was made by air carrier flight control to send our flight, XXX direct to ont from ZZZ and to route air carrier xyz-ZZZ-ogg-koa-ont. As the payloads were downloaded and reloaded, we proceeded to ZZZ operations to process new paperwork for our preflight planning. We had ample time to accomplish this as the loading was the more time consuming constraint. The only distraction was my repeated requests for a fuel truck for the additional fuel required for our flight. Ultimately we were delayed approximately 45 mins beyond load complete awaiting a fuel truck. There is no excuse for departing on this flight without the ETOPS predep check. I became aware of my omission too late into the flight to do anything but continue to destination.
Original NASA ASRS Text
Title: A B767-300ER WAS DISPATCHED IN NON COMPLIANCE WITHOUT ETOPS PREDEP CHK ACCOMPLISHED AND ENTERED IN LOGBOOK.
Narrative: WE DEPARTED ZZZ FOR ONT ON AN ETOPS FLT, 180 MIN RULE, WITHOUT CERTIFICATION OF ETOPS PREDEP CHK IN LOGBOOK BY MAINT. WE WERE ORIGINALLY SCHEDULED TO FLY ZZZ-OGG-ONT. THIS NORMAL PAIRING INVOLVES A STOP IN MAUI WHERE PAYLOAD IS DOWNLOADED/UPLIFTED, FUEL ADDED AND ETOPS PREDEP CHK IS ACCOMPLISHED FOR THE OGG-ONT LEG. WITHIN MINS OF OUR ORIGINAL SCHEDULED DEP, A DECISION WAS MADE BY ACR FLT CTL TO SEND OUR FLT, XXX DIRECT TO ONT FROM ZZZ AND TO RTE ACR XYZ-ZZZ-OGG-KOA-ONT. AS THE PAYLOADS WERE DOWNLOADED AND RELOADED, WE PROCEEDED TO ZZZ OPS TO PROCESS NEW PAPERWORK FOR OUR PREFLT PLANNING. WE HAD AMPLE TIME TO ACCOMPLISH THIS AS THE LOADING WAS THE MORE TIME CONSUMING CONSTRAINT. THE ONLY DISTR WAS MY REPEATED REQUESTS FOR A FUEL TRUCK FOR THE ADDITIONAL FUEL REQUIRED FOR OUR FLT. ULTIMATELY WE WERE DELAYED APPROX 45 MINS BEYOND LOAD COMPLETE AWAITING A FUEL TRUCK. THERE IS NO EXCUSE FOR DEPARTING ON THIS FLT WITHOUT THE ETOPS PREDEP CHK. I BECAME AWARE OF MY OMISSION TOO LATE INTO THE FLT TO DO ANYTHING BUT CONTINUE TO DEST.
