Narrative:
Landed on runway 4R ord. Cleared to exit at taxiway Q. In rollout phase of landing, tower gave taxi clearance. Runway 9R was mentioned in the clearance. Neither my copilot nor I understood if we were to hold short of runway 9R or if we were cleared to cross runway 9R. As I looked to my left, I observed a B757 moving towards us about 5000 ft down the runway, I stopped the aircraft and told the first officer to verify if we were cleared to cross runway 9R. Upon our questioning, the tower controller became very upset and basically yelled that we were cleared to cross runway 9R. He then instructed the landing aircraft behind us on runway 4R to go around. This clearance was issued during rollout phase of landing. There are many things going on at this time. It is not a good time for the tower to be issuing clrncs.

Title: ACR HESITATES IN ORDER TO CLARIFY A CLRNC TO TAXI THAT WAS GIVEN DURING THE LNDG ROLL. A GAR BY FOLLOWING TFC WAS THE RESULT.
Narrative: LANDED ON RWY 4R ORD. CLRED TO EXIT AT TXWY Q. IN ROLLOUT PHASE OF LNDG, TWR GAVE TAXI CLRNC. RWY 9R WAS MENTIONED IN THE CLRNC. NEITHER MY COPLT NOR I UNDERSTOOD IF WE WERE TO HOLD SHORT OF RWY 9R OR IF WE WERE CLRED TO CROSS RWY 9R. AS I LOOKED TO MY L, I OBSERVED A B757 MOVING TOWARDS US ABOUT 5000 FT DOWN THE RWY, I STOPPED THE ACFT AND TOLD THE FO TO VERIFY IF WE WERE CLRED TO CROSS RWY 9R. UPON OUR QUESTIONING, THE TWR CTLR BECAME VERY UPSET AND BASICALLY YELLED THAT WE WERE CLRED TO CROSS RWY 9R. HE THEN INSTRUCTED THE LNDG ACFT BEHIND US ON RWY 4R TO GO AROUND. THIS CLRNC WAS ISSUED DURING ROLLOUT PHASE OF LNDG. THERE ARE MANY THINGS GOING ON AT THIS TIME. IT IS NOT A GOOD TIME FOR THE TWR TO BE ISSUING CLRNCS.
