Narrative:

On final approach to runway 36R in tul, we received landing clearance from tower at approximately 9.5 mi from the field. On a 6 mi final, another airliner called 'holding short runway 36R, ready for takeoff.' the tower advised that aircraft to 'hold short, arriving traffic.' the other airliner acknowledged on a 2.5 mi final. Tower called the airliner holding short and stated 'traffic on a 2 1/2 mi final cleared for takeoff.' (remember, the other airliner is not in position. They are holding short of the runway.) after a slight hesitation, the other airliner accepted the clearance and moved into the runway. By now, we were on about a 2 mi final. The PF asked for a go around and it was obvious there was no way for us to land before the other aircraft could clear the runway, so we had to go arounds. On go around, we lost sight of the other airliner until we turned right and I could see them. They had not yet lifted off and we were already 1000-2000 ft down runway 36R. Bad tower call and moreover had other airliner call for accepting that clearance.

Title: FLC OF AN EMBRAER EMB120 EXECUTED A GAR AFTER TWR CLRED AN MD80 FOR TKOF ON THEIR LNDG RWY WHEN A 2 MI FINAL.

Narrative: ON FINAL APCH TO RWY 36R IN TUL, WE RECEIVED LNDG CLRNC FROM TWR AT APPROX 9.5 MI FROM THE FIELD. ON A 6 MI FINAL, ANOTHER AIRLINER CALLED 'HOLDING SHORT RWY 36R, READY FOR TKOF.' THE TWR ADVISED THAT ACFT TO 'HOLD SHORT, ARRIVING TFC.' THE OTHER AIRLINER ACKNOWLEDGED ON A 2.5 MI FINAL. TWR CALLED THE AIRLINER HOLDING SHORT AND STATED 'TFC ON A 2 1/2 MI FINAL CLRED FOR TKOF.' (REMEMBER, THE OTHER AIRLINER IS NOT IN POS. THEY ARE HOLDING SHORT OF THE RWY.) AFTER A SLIGHT HESITATION, THE OTHER AIRLINER ACCEPTED THE CLRNC AND MOVED INTO THE RWY. BY NOW, WE WERE ON ABOUT A 2 MI FINAL. THE PF ASKED FOR A GAR AND IT WAS OBVIOUS THERE WAS NO WAY FOR US TO LAND BEFORE THE OTHER ACFT COULD CLR THE RWY, SO WE HAD TO GO AROUNDS. ON GAR, WE LOST SIGHT OF THE OTHER AIRLINER UNTIL WE TURNED R AND I COULD SEE THEM. THEY HAD NOT YET LIFTED OFF AND WE WERE ALREADY 1000-2000 FT DOWN RWY 36R. BAD TWR CALL AND MOREOVER HAD OTHER AIRLINER CALL FOR ACCEPTING THAT CLRNC.
