Narrative:
Because of late arrival in portland, me, on a far part 121 passenger carrying flight we elected to conduct a single-engine turn. The turnaround was completed with the airline operations office consent to minimize the ground time. The passenger boarding process and baggage service was conducted without incident. Although this procedure is not prohibited in company manuals it had been approved with conditions in a memo to the pilot group. It was my expectation that the airline station personnel who undertook the agreement with the airport management regarding single engine turns would meet the necessary requirements of the agreement. Agreements such as this which are local in nature and can vary significantly from airport to airport should not hold the pilots accountable. Those who are most familiar with the details of these agreements (the stations) should be responsible to see whether they are met. Furthermore a memo, issued months ago, should be written into FAA approved manuals if it is to become binding.

Title: CAPT OF AN SF34 TURBOPROP PART 121 ACR OP MADE WHAT IS CALLED A 'SINGLE ENG TURN AROUND' AT THE PAX GATE WHICH HAS BEEN APPROVED BY ARPT MGMNT. HOWEVER, THIS PROC HAS NOT BEEN INCLUDED IN THE COMPANY'S FAA APPROVED OPS MANUAL.
Narrative: BECAUSE OF LATE ARR IN PORTLAND, ME, ON A FAR PART 121 PAX CARRYING FLT WE ELECTED TO CONDUCT A SINGLE-ENG TURN. THE TURNAROUND WAS COMPLETED WITH THE AIRLINE OPS OFFICE CONSENT TO MINIMIZE THE GND TIME. THE PAX BOARDING PROCESS AND BAGGAGE SVC WAS CONDUCTED WITHOUT INCIDENT. ALTHOUGH THIS PROC IS NOT PROHIBITED IN COMPANY MANUALS IT HAD BEEN APPROVED WITH CONDITIONS IN A MEMO TO THE PLT GROUP. THOSE WHO ARE MOST FAMILIAR WITH THE DETAILS OF THESE AGREEMENTS (THE STATIONS) SHOULD BE RESPONSIBLE TO SEE WHETHER THEY ARE MET. FURTHERMORE A MEMO, ISSUED MONTHS AGO, SHOULD BE WRITTEN INTO FAA APPROVED MANUALS IF IT IS TO BECOME BINDING.
