Narrative:
Central flow control issued a test rerte for approximately 7 aircraft into toronto center. The new route flown by these aircraft put the aircraft directly into an area of severe WX in the area of green bay, wi. The WX was brought to my attention by the first of the rerted aircraft. The pilot advised me his company had sent him a message in regards to the WX. The pilot requested to return to the original flight planned route. When the second aircraft heard the first aircraft's request, he asked to do the same. The third aircraft, also having heard the other two, also requested to return to his original flight plan via syr. I brought these requests for rertes to the attention of my supervisor, who then forwarded a request to central flow to stop issuing the rerte. Also, my supervisor requested the previous sector and area to issue the original route to all the aircraft involved in the test. Central flow denied the request twice, even though it was brought to their attention this was a rerte at the request of the pilots. This procedure should be terminated immediately to avoid further increase to our workload and to further avoid confusion about severe WX.

Title: ZBW CTLR CONCERNED WITH FAA, CENTRAL FLOW FACILITY RESPONSE TO WX REROUTING FROM NATIONAL PLANNED PROGRAM.
Narrative: CENTRAL FLOW CTL ISSUED A TEST RERTE FOR APPROX 7 ACFT INTO TORONTO CTR. THE NEW RTE FLOWN BY THESE ACFT PUT THE ACFT DIRECTLY INTO AN AREA OF SEVERE WX IN THE AREA OF GREEN BAY, WI. THE WX WAS BROUGHT TO MY ATTN BY THE FIRST OF THE RERTED ACFT. THE PLT ADVISED ME HIS COMPANY HAD SENT HIM A MESSAGE IN REGARDS TO THE WX. THE PLT REQUESTED TO RETURN TO THE ORIGINAL FLT PLANNED RTE. WHEN THE SECOND ACFT HEARD THE FIRST ACFT'S REQUEST, HE ASKED TO DO THE SAME. THE THIRD ACFT, ALSO HAVING HEARD THE OTHER TWO, ALSO REQUESTED TO RETURN TO HIS ORIGINAL FLT PLAN VIA SYR. I BROUGHT THESE REQUESTS FOR RERTES TO THE ATTN OF MY SUPVR, WHO THEN FORWARDED A REQUEST TO CENTRAL FLOW TO STOP ISSUING THE RERTE. ALSO, MY SUPVR REQUESTED THE PREVIOUS SECTOR AND AREA TO ISSUE THE ORIGINAL RTE TO ALL THE ACFT INVOLVED IN THE TEST. CENTRAL FLOW DENIED THE REQUEST TWICE, EVEN THOUGH IT WAS BROUGHT TO THEIR ATTN THIS WAS A RERTE AT THE REQUEST OF THE PLTS. THIS PROC SHOULD BE TERMINATED IMMEDIATELY TO AVOID FURTHER INCREASE TO OUR WORKLOAD AND TO FURTHER AVOID CONFUSION ABOUT SEVERE WX.
