Narrative:
At about XA30 on jul/xa/00, while shooting touch-and-goes at mgj, I noticed a large dark blue suv type vehicle slowly driving down the taxiway to runway 3. I got on the radio and called in the blind to either anyone on the airport or to the fuel truck driver. There was no response from anyone. Thinking that it might be some 'kiddies' looking for a place to have some afternoon delight, perhaps worse intentions, I lined up on the vehicle and 'buzzed' past it. It was a dark blue ford expedition, with a united states government plate on the front, an antenna farm on the top, and 1 visibly ticked off driver inside of it. I landed, taxied to my hangar and waited for the fun to begin. Sure enough, he drove up to me in a few mins and I let him have it with both barrels. The only words he managed to get out sunk him even deeper doo-doo. These words were: 'I am the FAA, and I can go anyplace I want on this airport.' not 100% true. I reminded him that I, as a pilot, have to abide to many regulations, but he, as an employee of the FAA, has to adhere to even more than I. And, the first rule he violated was to disregard safety. He crossed an active runway (runway 21) unannounced as I and others were in the pattern. He disregarded my many attempts to make radio contact with a weak statement, 'I didn't know you were talking about/to me.' he had no flashing lights blinking, and did not broadcast in the blind to anyone in the vicinity of mgj that he was there on the active (or even inactive) parts of the taxi/runway system. If he pulled this trick at jfk or lax, he would have been fired on the spot (or fired at). Just because mgj is podunkville, does not mean that any and all safety measures can be disregarded. I reminded him that if he would be courteous to us, we would be courteous to him. I wished him a good day, and walked away. Runway incursion are usually done by pilots, and sometimes by ground personnel. Here was clearly a case of runway incursion by the FAA itself, someone who should have known better.

Title: PLT OF A C206 FLEW LOW OVER A GOV VEHICLE WHICH HAD JUST CROSSED THE ACTIVE RWY AT AN UNCTLED ARPT WITHOUT BROADCASTING INTENTION OVER THE CTAF FREQ.

I REMINDED HIM THAT I, AS A PLT, HAVE TO ABIDE TO MANY REGS, BUT HE, AS AN EMPLOYEE OF THE FAA, HAS TO ADHERE TO EVEN MORE THAN I. AND, THE FIRST RULE HE VIOLATED WAS TO DISREGARD SAFETY. HE CROSSED AN ACTIVE RWY (RWY 21) UNANNOUNCED AS I AND OTHERS WERE IN THE PATTERN.
