Narrative:

This is becoming a regular event at mmu airport. Before the tower opens, aircraft taxi about the airport, crossing runways, with no announcements on the CTAF. Also numerous corporate jets lnd and depart without making any announcements on the CTAF. I am imagining that they must be using the 'I don't hear anyone so no one must be around but me so why bother announcing.' it is mostly corporate jets and tuboprops that are failing to use the CTAF and as traffic continues to increase at mmu, an incident is in the making. Maybe it is time to remind all pilots, especially the corporate pilots, that using the CTAF is in their best interests as it can prevent accidents from happening. And the CTAF is not just for landing or takeoff but should also be used when taxiing around on the airport, especially if crossing a runway. Callback conversation with reporter revealed the following information: tower personnel give lectures at the scheduled FAA safety seminars but this alone is not enough. The basic problem seems to be that pilots or flcs are not self announcing while on taxi operation, either prior to takeoff or after landing. Crossing of runways is seldom preannounced. One incident recounted was the approach landing on runway 23 by a corporate G-1 while a lear jet was rotating off of runway 05. Reporter said it would be great if corporate and GA pilots could get the message on this before something tragic occurs.

Title: A TWR CTLR'S RPT ON POTENTIAL CONFLICTS OCCURRING ON THE GND DUE TO THE LACK OF PROPER COM SKILLS EXHIBITED ON CTAF DURING TWR CLOSURE TIME AT MMU, NJ.

Narrative: THIS IS BECOMING A REGULAR EVENT AT MMU ARPT. BEFORE THE TWR OPENS, ACFT TAXI ABOUT THE ARPT, CROSSING RWYS, WITH NO ANNOUNCEMENTS ON THE CTAF. ALSO NUMEROUS CORPORATE JETS LND AND DEPART WITHOUT MAKING ANY ANNOUNCEMENTS ON THE CTAF. I AM IMAGINING THAT THEY MUST BE USING THE 'I DON'T HEAR ANYONE SO NO ONE MUST BE AROUND BUT ME SO WHY BOTHER ANNOUNCING.' IT IS MOSTLY CORPORATE JETS AND TUBOPROPS THAT ARE FAILING TO USE THE CTAF AND AS TFC CONTINUES TO INCREASE AT MMU, AN INCIDENT IS IN THE MAKING. MAYBE IT IS TIME TO REMIND ALL PLTS, ESPECIALLY THE CORPORATE PLTS, THAT USING THE CTAF IS IN THEIR BEST INTERESTS AS IT CAN PREVENT ACCIDENTS FROM HAPPENING. AND THE CTAF IS NOT JUST FOR LNDG OR TKOF BUT SHOULD ALSO BE USED WHEN TAXIING AROUND ON THE ARPT, ESPECIALLY IF CROSSING A RWY. RPTR SAID IT WOULD BE GREAT IF CORPORATE AND GA PLTS COULD GET THE MESSAGE ON THIS BEFORE SOMETHING TRAGIC OCCURS.
