Narrative:
Approaching phl, runway 9R from outside the marker, we were cleared for an ILS approach and told to contact the tower at the marker. While I was changing radio frequencys, the first officer (PF) called my attention to a target on the TCASII approaching from the left, indicating 400 ft below us and climbing. Over the OM, the TCASII commanded 'climb, climb.' we began the escape maneuver as the target passed beneath us at an altitude indicated on the TCASII as 100 ft. We never saw the aircraft, nor were we advised of the traffic by any controller until I contacted phl tower after the escape maneuver. I called the phl tower supervisor when we reached the gate. He stated to me that the aircraft in question was a small light airplane flying as a highway traffic reporter and nonchalantly stated 'yeah, that guy's out there every day about this time.' the tower supervisor also stated, approach control should have told us about the traffic.

Title: NMAC BTWN A DC9-50 ON A FINAL ILS APCH AT THE OM AND A TFC WATCH ACFT XING THROUGH THE DC9'S FLT PATH. THE FLC OF THE DC9 STOPPED THEIR DSCNT AND CLBED IN RESPONSE TO THE TCASII RA.
Narrative: APCHING PHL, RWY 9R FROM OUTSIDE THE MARKER, WE WERE CLRED FOR AN ILS APCH AND TOLD TO CONTACT THE TWR AT THE MARKER. WHILE I WAS CHANGING RADIO FREQS, THE FO (PF) CALLED MY ATTN TO A TARGET ON THE TCASII APCHING FROM THE L, INDICATING 400 FT BELOW US AND CLBING. OVER THE OM, THE TCASII COMMANDED 'CLB, CLB.' WE BEGAN THE ESCAPE MANEUVER AS THE TARGET PASSED BENEATH US AT AN ALT INDICATED ON THE TCASII AS 100 FT. WE NEVER SAW THE ACFT, NOR WERE WE ADVISED OF THE TFC BY ANY CTLR UNTIL I CONTACTED PHL TWR AFTER THE ESCAPE MANEUVER. I CALLED THE PHL TWR SUPVR WHEN WE REACHED THE GATE. HE STATED TO ME THAT THE ACFT IN QUESTION WAS A SMALL LIGHT AIRPLANE FLYING AS A HWY TFC RPTR AND NONCHALANTLY STATED 'YEAH, THAT GUY'S OUT THERE EVERY DAY ABOUT THIS TIME.' THE TWR SUPVR ALSO STATED, APCH CTL SHOULD HAVE TOLD US ABOUT THE TFC.
