Narrative:
While flying low VFR I encountered lowering ceiling. In the process of filing IFR, I was IMC for a short time while receiving my IFR clearance to jamestown, sd. I made an ILS approach without incident. The problem arose by me not seeing IMC condition soon enough to take corrective actions in filing IFR.

Narrative: WHILE FLYING LOW VFR I ENCOUNTERED LOWERING CEILING. IN THE PROCESS OF FILING IFR, I WAS IMC FOR A SHORT TIME WHILE RECEIVING MY IFR CLRNC TO JAMESTOWN, SD. I MADE AN ILS APCH WITHOUT INCIDENT. THE PROB AROSE BY ME NOT SEEING IMC CONDITION SOON ENOUGH TO TAKE CORRECTIVE ACTIONS IN FILING IFR.
