Narrative:
While on final approach to runway 25R at long beach airport I observed an aircraft having just landed begin to turn off the runway heading toward a high speed turn-off, I heard the tower controller instruct the landed aircraft to contact ground control when clear of the runway. I continued the approach estimating adequate separation. As I flared for landing my vision was partially obstructed by the setting sun and the nose high attitude of my aircraft in the landing confign. Apparently the previously landed aircraft turned away from the turn-off and continued down the runway. Therefore, as I was touching down the previously landed aircraft was still on the runway exiting at the departure end. I did not see the aircraft until I lowered the nose of my aircraft on the landing roll. In my judgement the unpredictable actions of the previously landed aircraft, the lack of go around command from the tower and my reduced vision during the landing phase resulted in the lack of separation.
Original NASA ASRS Text
Title: A GA CFI RPT ON LNDG ON AN OCCUPIED RWY WHEN ATC FAILED TO PROVIDE ADEQUATE SEPARATION BTWN A PREVIOUSLY LANDED ACFT AND RPTR'S ACFT ON ROLLOUT AT LGB, CA.
Narrative: WHILE ON FINAL APCH TO RWY 25R AT LONG BEACH ARPT I OBSERVED AN ACFT HAVING JUST LANDED BEGIN TO TURN OFF THE RWY HEADING TOWARD A HIGH SPD TURN-OFF, I HEARD THE TWR CTLR INSTRUCT THE LANDED ACFT TO CONTACT GND CTL WHEN CLR OF THE RWY. I CONTINUED THE APCH ESTIMATING ADEQUATE SEPARATION. AS I FLARED FOR LNDG MY VISION WAS PARTIALLY OBSTRUCTED BY THE SETTING SUN AND THE NOSE HIGH ATTITUDE OF MY ACFT IN THE LNDG CONFIGN. APPARENTLY THE PREVIOUSLY LANDED ACFT TURNED AWAY FROM THE TURN-OFF AND CONTINUED DOWN THE RWY. THEREFORE, AS I WAS TOUCHING DOWN THE PREVIOUSLY LANDED ACFT WAS STILL ON THE RWY EXITING AT THE DEP END. I DID NOT SEE THE ACFT UNTIL I LOWERED THE NOSE OF MY ACFT ON THE LNDG ROLL. IN MY JUDGEMENT THE UNPREDICTABLE ACTIONS OF THE PREVIOUSLY LANDED ACFT, THE LACK OF GAR COMMAND FROM THE TWR AND MY REDUCED VISION DURING THE LNDG PHASE RESULTED IN THE LACK OF SEPARATION.
