Narrative:
On a flight from mia to sal (mslp) we were cleared to descend to FL180. Approximately 50 NM north of fix (urnos) on UB764, we were told to cross urnos at or below FL200. Passing FL195, the controller called us to tell us to cross urnos at or above FL200. The captain who was the PF immediately leveled off and climbed from FL189 to FL200. Controller said he had previously cleared us to cross urnos at or above FL200 but all 3 cockpit crew members remember at or below FL200 being given. I believed this error was caused due to a language barrier. Controller had a very heavy accent and we had problems understanding each other. When I received the clearance I repeated at or below. The controller replied 'roger.'

Narrative: ON A FLT FROM MIA TO SAL (MSLP) WE WERE CLRED TO DSND TO FL180. APPROX 50 NM N OF FIX (URNOS) ON UB764, WE WERE TOLD TO CROSS URNOS AT OR BELOW FL200. PASSING FL195, THE CTLR CALLED US TO TELL US TO CROSS URNOS AT OR ABOVE FL200. THE CAPT WHO WAS THE PF IMMEDIATELY LEVELED OFF AND CLBED FROM FL189 TO FL200. CTLR SAID HE HAD PREVIOUSLY CLRED US TO CROSS URNOS AT OR ABOVE FL200 BUT ALL 3 COCKPIT CREW MEMBERS REMEMBER AT OR BELOW FL200 BEING GIVEN. I BELIEVED THIS ERROR WAS CAUSED DUE TO A LANGUAGE BARRIER. CTLR HAD A VERY HVY ACCENT AND WE HAD PROBS UNDERSTANDING EACH OTHER. WHEN I RECEIVED THE CLRNC I REPEATED AT OR BELOW.
