Narrative:
Maintenance supervisor requested that I sign in a propeller blade still in the crate from the vendor. I asked him to open the box and retrieve the paperwork. I verified the part number and serial number on paperwork was the same as that of the blade. Paperwork from vendor was in order so I completed a tag and signed same. I entered the appropriate information in computer system using menu xx, as I had been shown. Prior to dispatch of the aircraft, it was pointed out that the blade required balancing in our shop. We returned the aircraft to the hangar and repaired and return the blade in question, installing a blade that had been balanced subsequently. The aircraft was run with no problems and released. Post dispatch discussion with chief inspector revealed logic diagram for receiving was in mpp volume 1 that would have given an additional step to show a need for balancing. I stated that I had not been shown that part of procedure and that volume 1 of mpp was not present in maintenance manual at that time.

Title: PRIOR TO DISPATCH OF A DH8 102 IT WAS DISCOVERED A PROP BLADE HAD BEEN INSTALLED WITHOUT SHOP BALANCING.
Narrative: MAINT SUPVR REQUESTED THAT I SIGN IN A PROP BLADE STILL IN THE CRATE FROM THE VENDOR. I ASKED HIM TO OPEN THE BOX AND RETRIEVE THE PAPERWORK. I VERIFIED THE PART NUMBER AND SERIAL NUMBER ON PAPERWORK WAS THE SAME AS THAT OF THE BLADE. PAPERWORK FROM VENDOR WAS IN ORDER SO I COMPLETED A TAG AND SIGNED SAME. I ENTERED THE APPROPRIATE INFO IN COMPUTER SYS USING MENU XX, AS I HAD BEEN SHOWN. PRIOR TO DISPATCH OF THE ACFT, IT WAS POINTED OUT THAT THE BLADE REQUIRED BALANCING IN OUR SHOP. WE RETURNED THE ACFT TO THE HANGAR AND REPAIRED AND RETURN THE BLADE IN QUESTION, INSTALLING A BLADE THAT HAD BEEN BALANCED SUBSEQUENTLY. THE ACFT WAS RUN WITH NO PROBS AND RELEASED. POST DISPATCH DISCUSSION WITH CHIEF INSPECTOR REVEALED LOGIC DIAGRAM FOR RECEIVING WAS IN MPP VOLUME 1 THAT WOULD HAVE GIVEN AN ADDITIONAL STEP TO SHOW A NEED FOR BALANCING. I STATED THAT I HAD NOT BEEN SHOWN THAT PART OF PROC AND THAT VOLUME 1 OF MPP WAS NOT PRESENT IN MAINT MANUAL AT THAT TIME.
