Narrative:
The B747 arriving in boston on jul/xa/00 was slightly delayed. Air carrier did not check several passenger idents in their speedy, hasty efforts to get passenger off plane and new passenger (flight X) on. There was very little time between these 2 groups of passenger. I believe that an insufficient inspection of the plane was done. Furthermore, our plane sat on the tarmac for 1 hour before takeoff. I think the ground crew should have spent more time inspecting the plane before allowing passenger on and hence, would have noticed rivets were missing from a panel on the wing. Also, the captain informed the plane while we were in-flight that a passenger noticed that the rivets were missing. The captain made an emergency landing in syracuse as a result of the passenger informing him of the problem. We waited in syracuse for 4 1/2 hours while another air carrier plane was sent from XXX.
Original NASA ASRS Text
Title: A B747 IN CRUISE DECLARED AN EMER AND DIVERTED DUE TO PAX RPT OF FASTENERS MISSING FROM A WING PANEL.
Narrative: THE B747 ARRIVING IN BOSTON ON JUL/XA/00 WAS SLIGHTLY DELAYED. ACR DID NOT CHK SEVERAL PAX IDENTS IN THEIR SPEEDY, HASTY EFFORTS TO GET PAX OFF PLANE AND NEW PAX (FLT X) ON. THERE WAS VERY LITTLE TIME BTWN THESE 2 GROUPS OF PAX. I BELIEVE THAT AN INSUFFICIENT INSPECTION OF THE PLANE WAS DONE. FURTHERMORE, OUR PLANE SAT ON THE TARMAC FOR 1 HR BEFORE TKOF. I THINK THE GND CREW SHOULD HAVE SPENT MORE TIME INSPECTING THE PLANE BEFORE ALLOWING PAX ON AND HENCE, WOULD HAVE NOTICED RIVETS WERE MISSING FROM A PANEL ON THE WING. ALSO, THE CAPT INFORMED THE PLANE WHILE WE WERE INFLT THAT A PAX NOTICED THAT THE RIVETS WERE MISSING. THE CAPT MADE AN EMER LNDG IN SYRACUSE AS A RESULT OF THE PAX INFORMING HIM OF THE PROB. WE WAITED IN SYRACUSE FOR 4 1/2 HRS WHILE ANOTHER ACR PLANE WAS SENT FROM XXX.
