Narrative:

After departing las (runway 25R), las departure gave us heading 080 degrees (took us off FMS departure for this heading). About 15 NM wnw of bld, we understood departure to say 'direct pgs flight plan route.' when checking on with ZLA, we were queried about not being on the STAR. We told lax it was our understanding that from 080 degree heading we were cleared direct pgs flight plan route. To further substantiate this understanding, continuing on a heading of 080 degrees would never have intercepted the STAR (MEAD2.pgs) because we were too far north and departure did not give us another heading to intercept.

Title: A319 CR32 HAD TRACK DEV IN ZLA CLASS E AIRSPACE.

Narrative: AFTER DEPARTING LAS (RWY 25R), LAS DEP GAVE US HDG 080 DEGS (TOOK US OFF FMS DEP FOR THIS HDG). ABOUT 15 NM WNW OF BLD, WE UNDERSTOOD DEP TO SAY 'DIRECT PGS FLT PLAN RTE.' WHEN CHKING ON WITH ZLA, WE WERE QUERIED ABOUT NOT BEING ON THE STAR. WE TOLD LAX IT WAS OUR UNDERSTANDING THAT FROM 080 DEG HDG WE WERE CLRED DIRECT PGS FLT PLAN RTE. TO FURTHER SUBSTANTIATE THIS UNDERSTANDING, CONTINUING ON A HDG OF 080 DEGS WOULD NEVER HAVE INTERCEPTED THE STAR (MEAD2.PGS) BECAUSE WE WERE TOO FAR N AND DEP DID NOT GIVE US ANOTHER HDG TO INTERCEPT.
