Narrative:
C172 on a local IFR flight plan, under control of dab radar. Missed approach at deland runway 23 VOR approach. Heading 100 degrees. A departing shorts skyvan climbed past the C172 at approximately 100 ft lateral distance to the right of the cessna. Evasive action was taken by the cessna. The skyvan continued its climb out. As the skyvan passed, dab advised that traffic was at 3 O'clock position, but it was too late.

Narrative: C172 ON A LCL IFR FLT PLAN, UNDER CTL OF DAB RADAR. MISSED APCH AT DELAND RWY 23 VOR APCH. HDG 100 DEGS.
