Narrative:
On departure from pit on runway 28L at approximately 400 ft #3 engine had an apparent flameout. At 1000 ft we declared an emergency, requested vectors for landing. Accomplished all our emergency and abnormal procedures pertaining to the loss of #3 engine. We landed on runway 28R at pit. Upon rollout #1 tire blew. Emergency crews were all around the aircraft, and we determined there was no need to evacuate/evacuation. There were 24 passenger and 7 crew members, and no one received any injuries. I was later told the second stage fuel pump on the #3 engine was the problem, the shaft sheared which caused the flameout. Supplemental information from acn 482289: we landed runway 28R. At about mid-field we started to feel that we had blown a tire on the left main truck. Stopping at the end of runway, emergency services reported no smoke or fire. The passenger were off-loaded to waiting transportation.
