Narrative:
Just prior to handoff from ZOB to ZDC, we were asked for 'best forward speed.' turbulence prompted first officer to fly 280 KIAS, but we were busy and never communicated this to ZOB, nor were we asked what 'best forward speed' would be. Soon thereafter, we were handed off to ZDC. Controller asked us in an agitated voice, 'what speed were you assigned?' we replied 'best forward,' to which he inquired, 'what's that?!' we responded '280 KTS.' he then said, 'I can't believe that, you're being overtaken by a guppy!' and then asked us what we could do. We said 330 KIAS. He then asked us to call atl. I complied with follow-up call and explained to ATC supervisor the workload compression, turbulence, airspeed and our unawareness of traffic piling up behind us. Had circumstances been less hectic, they might have asked us for a special airspeed.

Title: AN ACR FLC FLYING A HVY JET NEAR BWI RPTS THEIR INABILITY TO COMPLY WITH SPD ASSIGNMENTS RESULTING IN AN INCREASED WORKLOAD FOR ATC.
Narrative: JUST PRIOR TO HDOF FROM ZOB TO ZDC, WE WERE ASKED FOR 'BEST FORWARD SPD.' TURB PROMPTED FO TO FLY 280 KIAS, BUT WE WERE BUSY AND NEVER COMMUNICATED THIS TO ZOB, NOR WERE WE ASKED WHAT 'BEST FORWARD SPD' WOULD BE. SOON THEREAFTER, WE WERE HANDED OFF TO ZDC. CTLR ASKED US IN AN AGITATED VOICE, 'WHAT SPD WERE YOU ASSIGNED?' WE REPLIED 'BEST FORWARD,' TO WHICH HE INQUIRED, 'WHAT'S THAT?!' WE RESPONDED '280 KTS.' HE THEN SAID, 'I CAN'T BELIEVE THAT, YOU'RE BEING OVERTAKEN BY A GUPPY!' AND THEN ASKED US WHAT WE COULD DO. WE SAID 330 KIAS. HE THEN ASKED US TO CALL ATL. I COMPLIED WITH FOLLOW-UP CALL AND EXPLAINED TO ATC SUPVR THE WORKLOAD COMPRESSION, TURB, AIRSPD AND OUR UNAWARENESS OF TFC PILING UP BEHIND US. HAD CIRCUMSTANCES BEEN LESS HECTIC, THEY MIGHT HAVE ASKED US FOR A SPECIAL AIRSPD.
