Narrative:

On aug/fri/00 I performed a routine transit check on a through flight on aircraft xyz in ZZZ. On aug/sat/00 at XA30, I was informed from our maintenance/central aircraft xyz en route to mke from ZZZ that right hydraulic quantity dropped to zero followed by hydraulic pressure dropping to zero. The aircraft landed with no incident in mke. Maintenance personnel in mke found the right hydraulic reservoir bleed valve stuck down which vented hydraulic fluid overboard on transit check I performed in ZZZ. That is a task I did per transit check task card #0001 to check hydraulic reservoir level using the bleed valve. At that time no defects were noted with right hydraulic reservoir bleed valve. Transit check was signed off and aircraft xyz left ZZZ to mke when incident happened.

Title: A DC9 WAS DISPATCHED IN NON COMPLIANCE WITH THE R HYD RESERVOIR BLEED VALVE STUCK IN THE DOWN POS VENTING FLUID OVERBOARD.

Narrative: ON AUG/FRI/00 I PERFORMED A ROUTINE TRANSIT CHK ON A THROUGH FLT ON ACFT XYZ IN ZZZ. ON AUG/SAT/00 AT XA30, I WAS INFORMED FROM OUR MAINT/CENTRAL ACFT XYZ ENRTE TO MKE FROM ZZZ THAT R HYD QUANTITY DROPPED TO ZERO FOLLOWED BY HYD PRESSURE DROPPING TO ZERO. THE ACFT LANDED WITH NO INCIDENT IN MKE. MAINT PERSONNEL IN MKE FOUND THE R HYD RESERVOIR BLEED VALVE STUCK DOWN WHICH VENTED HYD FLUID OVERBOARD ON TRANSIT CHK I PERFORMED IN ZZZ. THAT IS A TASK I DID PER TRANSIT CHK TASK CARD #0001 TO CHK HYD RESERVOIR LEVEL USING THE BLEED VALVE. AT THAT TIME NO DEFECTS WERE NOTED WITH R HYD RESERVOIR BLEED VALVE. TRANSIT CHK WAS SIGNED OFF AND ACFT XYZ LEFT ZZZ TO MKE WHEN INCIDENT HAPPENED.
