Narrative:

On departure at lga, we were given lga 9 departure, runway whitestone climb. The procedure called for a 180 degree heading for 2.5 NM then a left turn to 040 degrees. After takeoff, we heard 'air carrier X, turn right to 250 degrees, climb to 15000 ft.' we turned to 250 degrees and began climbing to 15000 ft. There was a tremendous amount of traffic on this frequency and blocked xmissions occurred. After calling departure control to confirm heading and altitude, we were told that the clearance was for another aircraft. Departure control then turned us to 360 degrees and stopped our climb at 7000 ft. The rest of the flight was uneventful as we proceeded to fll. Supplemental information from acn 482990: we heard an aircraft given the clearance we read back and accomplished. We immediately queried the controller but were blocked.
