Narrative:

One light bar and one strobe light in the approach light array for runway 19 at reagan national airport (dca) have been out for some time. Additionally, lights in the VASI for this runway are often out -- sometimes 1 of the 3 in the individual VASI box. Overgrowth is beginning to obscure the first light bar for this runway and beginning to grow over the localizer antenna in the same general area. Callback conversation with reporter revealed the following information: reporter advised that outage conditions continue. The first light bar on the approach light system is not functioning when the light system is on, various VASI bar lights are not functioning, and vegetative growth obscures the lowest (first) approach light bar. The reporter believes that the approach light system may progress into park property immediately adjoining the airport. And because of this, the reporter assumes that there might be a conflict in policy between airport and park personnel on how and when maintenance is to be provided around the approach light system.

Title: OBSERVER CLAIMS THAT COMPONENTS ON THE DCA RWY 19 APCH AND VASI LIGHT SYS ARE INOP.

Narrative: ONE LIGHT BAR AND ONE STROBE LIGHT IN THE APCH LIGHT ARRAY FOR RWY 19 AT REAGAN NATIONAL ARPT (DCA) HAVE BEEN OUT FOR SOME TIME. ADDITIONALLY, LIGHTS IN THE VASI FOR THIS RWY ARE OFTEN OUT -- SOMETIMES 1 OF THE 3 IN THE INDIVIDUAL VASI BOX. OVERGROWTH IS BEGINNING TO OBSCURE THE FIRST LIGHT BAR FOR THIS RWY AND BEGINNING TO GROW OVER THE LOCALIZER ANTENNA IN THE SAME GENERAL AREA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ADVISED THAT OUTAGE CONDITIONS CONTINUE. THE FIRST LIGHT BAR ON THE APCH LIGHT SYSTEM IS NOT FUNCTIONING WHEN THE LIGHT SYSTEM IS ON, VARIOUS VASI BAR LIGHTS ARE NOT FUNCTIONING, AND VEGETATIVE GROWTH OBSCURES THE LOWEST (FIRST) APCH LIGHT BAR. THE RPTR BELIEVES THAT THE APCH LIGHT SYSTEM MAY PROGRESS INTO PARK PROPERTY IMMEDIATELY ADJOINING THE ARPT. AND BECAUSE OF THIS, THE RPTR ASSUMES THAT THERE MIGHT BE A CONFLICT IN POLICY BTWN ARPT AND PARK PERSONNEL ON HOW AND WHEN MAINT IS TO BE PROVIDED AROUND THE APCH LIGHT SYSTEM.
