Narrative:
Takeoff runway 28L at sfo. Tower issued late changeover to departure frequency. Passing approximately 3300 ft MSL, climb rate 3600 FPM, speed 250 KTS. TCASII traffic alert required abrupt leveloff to avoid conflict with unknown, unrpted traffic. During abrupt transition to level flight, airspeed increased to approximately 270 KTS at 4100 ft MSL. We immediately reduced power to slow to 250 KTS and contacted departure control. Potential conflict with traffic was avoided.
