Narrative:
In a climb, issued at sllp, from FL310 to FL390, just north of logol intersection, we visually observed an aircraft ahead and to the right of our course at FL370. He appeared to be straight/level. We acquired the aircraft visually, so we turned left on course (west) so as to not to cross through his flight path. We also tried to raise him on air-to-air frequency 123.45. No answer. We had our exterior lights on, as is the norm in this area. Said aircraft then turned into us (right turn) and actually kept coming west after we finally raised the aircraft and advised aircraft of our intentions/actions and our direction of turn. RA resulted and was followed.

Title: A WDB ACR FO RPTED THAT ANOTHER ACFT KNOWINGLY FLEW TOWARD HIS ACFT IN THE VICINITY OF LAPAZ, CAUSING AN RA.

SAID ACFT THEN TURNED INTO US (R TURN) AND ACTUALLY KEPT COMING W AFTER WE FINALLY RAISED THE ACFT AND ADVISED ACFT OF OUR INTENTIONS/ACTIONS AND OUR DIRECTION OF TURN. RA RESULTED AND WAS FOLLOWED.
