Narrative:
A descent was initiated from FL410. Upon reaching FL390, aircraft leveled off and then after approximately 1 min, captain side inner windscreen laminates shattered. Outside air temperature was -60 degrees C at FL390. Cruise speed was .77 mach. Pilots performed abnormal checklist and initiated descent to 10000 ft after declaring an emergency.

Title: A CANADAIR CL65 DSNDING FROM FL410 TO LEVELOFF AT FL390 DECLARED AN EMER AND DIVERTED DUE TO THE CAPT'S SIDE WINDOW FAILURE.
Narrative: A DSCNT WAS INITIATED FROM FL410. UPON REACHING FL390, ACFT LEVELED OFF AND THEN AFTER APPROX 1 MIN, CAPT SIDE INNER WINDSCREEN LAMINATES SHATTERED.
