Narrative:
Aircraft was parked on the ramp. White plains airport ramp ground controller flight to taxi runway 16 via taxiway F, hold short runway 16. Crew read back the taxi clearance and proceeded to taxi. Crossing runway 11, the crew noted an aircraft holding on runway 11. About 3/4 of the way across runway 11, the ground controller stated that we were to hold short of runway 11. We reminded the ground controller that we were cleared to 'taxi runway 16, hold short runway 16 at taxiway F.' nothing more was said and no other incidents occurred. The ground controller was very busy that afternoon working both clearance and ground. The clearance position was busy with rertes due to severe WX procedures in effect.

Title: CLRNC GIVEN TO A RWY CAUSES SURPRISES FOR CTLR WHEN HE EXPECTS ACFT TO STOP AT OTHER RWYS ALONG THE WAY.
Narrative: ACFT WAS PARKED ON THE RAMP. WHITE PLAINS ARPT RAMP GND CTLR FLT TO TAXI RWY 16 VIA TXWY F, HOLD SHORT RWY 16. CREW READ BACK THE TAXI CLRNC AND PROCEEDED TO TAXI. XING RWY 11, THE CREW NOTED AN ACFT HOLDING ON RWY 11. ABOUT 3/4 OF THE WAY ACROSS RWY 11, THE GND CTLR STATED THAT WE WERE TO HOLD SHORT OF RWY 11. WE REMINDED THE GND CTLR THAT WE WERE CLRED TO 'TAXI RWY 16, HOLD SHORT RWY 16 AT TXWY F.' NOTHING MORE WAS SAID AND NO OTHER INCIDENTS OCCURRED. THE GND CTLR WAS VERY BUSY THAT AFTERNOON WORKING BOTH CLRNC AND GND. THE CLRNC POS WAS BUSY WITH RERTES DUE TO SEVERE WX PROCS IN EFFECT.
