Narrative:

FAA inspector found forward cargo door aft barrier curtain has 1 strap torn and hold down clip broken. Talked with maintenance control wxxy, at the maintenance control. All I needed to do was put the curtain on maintenance carry over and the cargo bin would be still ok to use. I said to maintenance control that no MEL could put the curtain on maintenance carry over. I was told we didn't need an MEL because the curtain wasn't an airworthy item. We need something in writing to cover this or not.

Narrative: FAA INSPECTOR FOUND FORWARD CARGO DOOR AFT BARRIER CURTAIN HAS 1 STRAP TORN AND HOLD DOWN CLIP BROKEN. TALKED WITH MAINT CTL WXXY, AT THE MAINT CTL. ALL I NEEDED TO DO WAS PUT THE CURTAIN ON MAINT CARRY OVER AND THE CARGO BIN WOULD BE STILL OK TO USE. I SAID TO MAINT CTL THAT NO MEL COULD PUT THE CURTAIN ON MAINT CARRY OVER. I WAS TOLD WE DIDN'T NEED AN MEL BECAUSE THE CURTAIN WASN'T AN AIRWORTHY ITEM. WE NEED SOMETHING IN WRITING TO COVER THIS OR NOT.
