Narrative:
There is a large amount of construction on the airport. The ground controller received a report from an aircraft that one of the construction workers (he was adjacent to a taxiway) was feeding his lunch to the birds. A closer look through binoculars showed he had attracted a small flock. Airport operations was advised and they went out and explained the problem with this practice and told him to stop. I guess operations just discovered one more thing to include in their airfield briefing.

Title: CONSTRUCTION WORKER WAS FEEDING HIS LUNCH TO THE BIRDS ADJACENT TO A TXWY ON IAD ARPT.
Narrative: THERE IS A LARGE AMOUNT OF CONSTRUCTION ON THE ARPT. THE GND CTLR RECEIVED A RPT FROM AN ACFT THAT ONE OF THE CONSTRUCTION WORKERS (HE WAS ADJACENT TO A TXWY) WAS FEEDING HIS LUNCH TO THE BIRDS. A CLOSER LOOK THROUGH BINOCULARS SHOWED HE HAD ATTRACTED A SMALL FLOCK. ARPT OPS WAS ADVISED AND THEY WENT OUT AND EXPLAINED THE PROB WITH THIS PRACTICE AND TOLD HIM TO STOP. I GUESS OPS JUST DISCOVERED ONE MORE THING TO INCLUDE IN THEIR AIRFIELD BRIEFING.
