Narrative:
On aug/thu/00, the PIC of the flight shot a practice ILS approach VMC into el paso to runway 22. Since I was the PNF, the PIC told me to ask for an ILS with vectors and request 'clear for the option.' the PIC told me he will shoot the ILS approach with a clean confign with no flaps and gear (absolutely no drag at all). The PIC shot the approach at 250 KIAS with a low pass of runway 22 at 250 KIAS. During the missed approach climb out the ATC specialist inquired about our airspeed. The PIC directed me to respond with 240 KIAS. In the light of the above mentioned event the PIC during our initial descent and approach brief instructed me (first officer/PNF) that he will shoot the approach at 250 KTS. I did not want to contradict his authority/authorized because on previous occasions we had disagreements and it also had been a long day for us. The rest of the flight was uneventful and standard. Supplemental information from acn 484694: this approach was non standard and modified by me the PIC in my on going mission to improve and grow as a captain and pilot.
Original NASA ASRS Text
Title: A DA20 PIC PERFORMS A GEAR, FLAPS UP ILS APCH TO RWY 22 AND EXCEEDS THE 200 KT SPD LIMIT AT ELP, TX.
Narrative: ON AUG/THU/00, THE PIC OF THE FLT SHOT A PRACTICE ILS APCH VMC INTO EL PASO TO RWY 22. SINCE I WAS THE PNF, THE PIC TOLD ME TO ASK FOR AN ILS WITH VECTORS AND REQUEST 'CLR FOR THE OPTION.' THE PIC TOLD ME HE WILL SHOOT THE ILS APCH WITH A CLEAN CONFIGN WITH NO FLAPS AND GEAR (ABSOLUTELY NO DRAG AT ALL). THE PIC SHOT THE APCH AT 250 KIAS WITH A LOW PASS OF RWY 22 AT 250 KIAS. DURING THE MISSED APCH CLBOUT THE ATC SPECIALIST INQUIRED ABOUT OUR AIRSPD. THE PIC DIRECTED ME TO RESPOND WITH 240 KIAS. IN THE LIGHT OF THE ABOVE MENTIONED EVENT THE PIC DURING OUR INITIAL DSCNT AND APCH BRIEF INSTRUCTED ME (FO/PNF) THAT HE WILL SHOOT THE APCH AT 250 KTS. I DID NOT WANT TO CONTRADICT HIS AUTH BECAUSE ON PREVIOUS OCCASIONS WE HAD DISAGREEMENTS AND IT ALSO HAD BEEN A LONG DAY FOR US. THE REST OF THE FLT WAS UNEVENTFUL AND STANDARD. SUPPLEMENTAL INFO FROM ACN 484694: THIS APCH WAS NON STANDARD AND MODIFIED BY ME THE PIC IN MY ON GOING MISSION TO IMPROVE AND GROW AS A CAPT AND PLT.
