Narrative:
Confusion arose over ZME non-vectoring to the ILS course. We were on the procedure turn side, maneuvering to get in position for the ILS to runway 4. We intercepted the localizer after the FAF. We stayed at 3000 ft until localizer intercept. We broke out and circled with tower approval for runway 22. Tower called taxiing in and said ZME wondered what procedures we were following. We were on an IFR flight plan. Callback conversation with reporter revealed the following information: reporter said that they were flying the approach on their own without vectors to intercept the ILS final. They were maneuvering but not flying the procedure turn. Since they were high passing over the FAF, he suspects that the approach controller expected that they would fly the entire procedure instead of maneuvering in visual conditions after they broke out of the clouds.

Title: A LATE INTERCEPT OF THE ILS AND A HIGHER THAN NORMAL XING OF THE FAF BY AN ACFT ARRIVING AT PADUCAH, KY, CONFUSES THE APCH CTLR. THE ACFT HAD ALREADY BEEN HANDED OFF TO TWR.
Narrative: CONFUSION AROSE OVER ZME NON-VECTORING TO THE ILS COURSE. WE WERE ON THE PROC TURN SIDE, MANEUVERING TO GET IN POS FOR THE ILS TO RWY 4. WE INTERCEPTED THE LOC AFTER THE FAF. WE STAYED AT 3000 FT UNTIL LOC INTERCEPT. WE BROKE OUT AND CIRCLED WITH TWR APPROVAL FOR RWY 22. TWR CALLED TAXIING IN AND SAID ZME WONDERED WHAT PROCS WE WERE FOLLOWING. WE WERE ON AN IFR FLT PLAN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAID THAT THEY WERE FLYING THE APCH ON THEIR OWN WITHOUT VECTORS TO INTERCEPT THE ILS FINAL. THEY WERE MANEUVERING BUT NOT FLYING THE PROC TURN. SINCE THEY WERE HIGH PASSING OVER THE FAF, HE SUSPECTS THAT THE APCH CTLR EXPECTED THAT THEY WOULD FLY THE ENTIRE PROC INSTEAD OF MANEUVERING IN VISUAL CONDITIONS AFTER THEY BROKE OUT OF THE CLOUDS.
