Narrative:

On a stage check flight for commercial, ________ under part 141 tco, departed sfb runway 9L for a VFR departure to the northeast. At about 700 ft we started turn to the northeast unaware of another PA44 on extended crosswind to downwind at 1100 ft. At last moment student saw the converging traffic and initiated a slight descending left turn (lost 100 ft and 10-20 degree of heading) to avoid traffic. Other traffic was not aware of the situation. We talked to the flight crew after the flight. Contributing factor: very busy at class D airport. Controller did not advise either traffic of conflict. He did warn us of the traffic after it passed above us.
