Narrative:
Aircraft Z (DH8) cleared for 'commuter visual' approach to pdx (cross laker at or above 2000 ft) runway 28L. Aircraft Y (DH8) cleared to follow company on commuter visual approach runway 28L. At about 10 mi out, I xferred aircraft Z to tower frequency. I then noticed VFR squawk, aircraft X, sbound at laker at 2300 ft. I called traffic alert to aircraft Y and he had traffic in sight. Aircraft Z called and said he had traffic in sight. I tracked target towards hillsboro (hio). I called to see if hio tower had contact and had them to have pilot identify if he called them. I observed identify on target as hio tower controller called to see if I had seen identify -- 3 mi out from hio airport. Pilot was asked to call P80 TRACON supervisor, call sign aircraft X.

Title: GA ACFT, PRESUMABLY WITH A PVT PLT AT THE CTLS, FLIES THROUGH THE PORTLAND, OR, CLASS C AIRSPACE WITHOUT CONTACTING ATC. AN NMAC RESULTS BUT ALERT IS GIVEN BY APCH AND TFC IS SIGHTED.
Narrative: ACFT Z (DH8) CLRED FOR 'COMMUTER VISUAL' APCH TO PDX (CROSS LAKER AT OR ABOVE 2000 FT) RWY 28L. ACFT Y (DH8) CLRED TO FOLLOW COMPANY ON COMMUTER VISUAL APCH RWY 28L. AT ABOUT 10 MI OUT, I XFERRED ACFT Z TO TWR FREQ. I THEN NOTICED VFR SQUAWK, ACFT X, SBOUND AT LAKER AT 2300 FT. I CALLED TFC ALERT TO ACFT Y AND HE HAD TFC IN SIGHT. ACFT Z CALLED AND SAID HE HAD TFC IN SIGHT. I TRACKED TARGET TOWARDS HILLSBORO (HIO). I CALLED TO SEE IF HIO TWR HAD CONTACT AND HAD THEM TO HAVE PLT IDENT IF HE CALLED THEM.
