Narrative:
Aircraft was issued taxi instructions to runway 23L. Aircraft was observed to taxi past the hold short line of runway 23L onto the active runway without a clearance. Local and ground control both observed aircraft taxi onto runway but were unable to prevent aircraft from entering runway. Aircraft was issued instructions to taxi off the active runway, without having been issued a takeoff or position and hold clearance.

Title: PA24 TAXIES ONTO TYS RWY 23L AFTER BEING CLRED SHORT TO THE RWY. TYS LCL CTLR AND GND CTLR UNABLE TO ESTABLISH COM WITH PLT PRIOR TO RWY INCURSION.
Narrative: ACFT WAS ISSUED TAXI INSTRUCTIONS TO RWY 23L. ACFT WAS OBSERVED TO TAXI PAST THE HOLD SHORT LINE OF RWY 23L ONTO THE ACTIVE RWY WITHOUT A CLRNC. LCL AND GND CTL BOTH OBSERVED ACFT TAXI ONTO RWY BUT WERE UNABLE TO PREVENT ACFT FROM ENTERING RWY. ACFT WAS ISSUED INSTRUCTIONS TO TAXI OFF THE ACTIVE RWY, WITHOUT HAVING BEEN ISSUED A TKOF OR POS AND HOLD CLRNC.
