Narrative:

Had just turned outbound in the holding pattern that is published over rome (rmg), rome arrival, atlanta, GA, when we received clearance to atlanta via radar vectors, maintain an outbound 313 degree heading. A DC9 was directly in front of us about 7 mi proceeding outbound also. ZTL turned him back in and for some reason he was at our altitude climbing at first in his turn, then descending slowly back through our altitude as we passed 2 mi horizontally. We responded to the RA by climbing. 2 seconds after we initiated our climb, TCASII said 'clear of conflict.'

Title: A B727 ACR FLC HOLDING AT RMG RPTS A TCASII RA CONFLICT WITH A DC9 PROCEEDING IN THE OPPOSITE DIRECTION IN THE HOLD.

Narrative: HAD JUST TURNED OUTBOUND IN THE HOLDING PATTERN THAT IS PUBLISHED OVER ROME (RMG), ROME ARR, ATLANTA, GA, WHEN WE RECEIVED CLRNC TO ATLANTA VIA RADAR VECTORS, MAINTAIN AN OUTBOUND 313 DEG HDG. A DC9 WAS DIRECTLY IN FRONT OF US ABOUT 7 MI PROCEEDING OUTBOUND ALSO. ZTL TURNED HIM BACK IN AND FOR SOME REASON HE WAS AT OUR ALT CLBING AT FIRST IN HIS TURN, THEN DSNDING SLOWLY BACK THROUGH OUR ALT AS WE PASSED 2 MI HORIZLY. WE RESPONDED TO THE RA BY CLBING. 2 SECONDS AFTER WE INITIATED OUR CLB, TCASII SAID 'CLR OF CONFLICT.'
