Narrative:
Lyh is a contract tower open from XA30 to XN30. The airspace is controled by roa approach. There was a NOTAM in effect for the airport to be closed for construction from XP00-XU00. The NOTAM is self-canceling. At XU50, an air carrier X DH8 received a clearance (IFR) with a release at XA00. At XA08 the aircraft called roa approach to advise that he was unable to depart due to construction equipment still on the runway. Air carrier X was finally able to depart at XA18. There was no communication with anyone from either airport management or the construction personnel about extending the NOTAM after XA00. This could have been far more serious had roa approach if we would have had an aircraft on an instrument approach attempting to land. This situation has occurred, to my knowledge, at least 3 times. When I informed roa air traffic manager, he said 'it is not a runway incursion' and that he had spoken to lyh management about it a week or so ago after it happened before.

Title: FLC OF A DHC8 DELAY THEIR SCHEDULED TKOF DUE TO RWY CONSTRUCTION EQUIP NOT REMOVED FROM RWY FOR SCHEDULED OPENING TIME.
Narrative: LYH IS A CONTRACT TWR OPEN FROM XA30 TO XN30. THE AIRSPACE IS CTLED BY ROA APCH. THERE WAS A NOTAM IN EFFECT FOR THE ARPT TO BE CLOSED FOR CONSTRUCTION FROM XP00-XU00. THE NOTAM IS SELF-CANCELING. AT XU50, AN ACR X DH8 RECEIVED A CLRNC (IFR) WITH A RELEASE AT XA00. AT XA08 THE ACFT CALLED ROA APCH TO ADVISE THAT HE WAS UNABLE TO DEPART DUE TO CONSTRUCTION EQUIP STILL ON THE RWY. ACR X WAS FINALLY ABLE TO DEPART AT XA18. THERE WAS NO COM WITH ANYONE FROM EITHER ARPT MGMNT OR THE CONSTRUCTION PERSONNEL ABOUT EXTENDING THE NOTAM AFTER XA00. THIS COULD HAVE BEEN FAR MORE SERIOUS HAD ROA APCH IF WE WOULD HAVE HAD AN ACFT ON AN INST APCH ATTEMPTING TO LAND. THIS SIT HAS OCCURRED, TO MY KNOWLEDGE, AT LEAST 3 TIMES. WHEN I INFORMED ROA AIR TFC MGR, HE SAID 'IT IS NOT A RWY INCURSION' AND THAT HE HAD SPOKEN TO LYH MGMNT ABOUT IT A WK OR SO AGO AFTER IT HAPPENED BEFORE.
