Aircraft Y delayed responding to a turn and a climb clearance to advise he had 'a TCASII on an aircraft X, 5 mi, 400 ft above us?' I reissued the clearance, but by then it was too late. Aircraft Y was mishandled prior to talking to me. He did not know why he was at this altitude in WX and chop.

Narrative: ACFT Y DELAYED RESPONDING TO A TURN AND A CLB CLRNC TO ADVISE HE HAD 'A TCASII ON AN ACFT X, 5 MI, 400 FT ABOVE US?' I REISSUED THE CLRNC, BUT BY THEN IT WAS TOO LATE. ACFT Y WAS MISHANDLED PRIOR TO TALKING TO ME. HE DID NOT KNOW WHY HE WAS AT THIS ALT IN WX AND CHOP.
