Narrative:
We were cleared to taxi from parking to hold short of L7 at runway 31. While holding an aircraft was told to go around because we were in the approach obstacle clearance, I do not believe this to be true. There are no clear signals or warnings on the south side of the runway and the approach plate is not marked. Callback conversation with reporter revealed the following information: the reporter said that they were holding on the parallel taxiway short of taxiway L7 as directed. They could see the approach traffic and were surprised that it was sent around by the tower. He noted that there are no markings to indicate a hold short position on the parallel taxiway. The tower said that they had entered the 'runway obstruction zone'. There is no indication of such a zone on the commercial airport chart. He also noted that tower said that this was the second occurence that day of the 'runway obstruction zone' being entered without clearance.
Original NASA ASRS Text
Title: TWR AT NASHVILLE ORDERS A GAR WHEN AN ACFT IS ALLEGED TO BE IN AN UNMARKED 'RWY OBSTRUCTION ZONE.'
Narrative: WE WERE CLRED TO TAXI FROM PARKING TO HOLD SHORT OF L7 AT RWY 31. WHILE HOLDING AN ACFT WAS TOLD TO GAR BECAUSE WE WERE IN THE APCH OBSTACLE CLRNC, I DO NOT BELIEVE THIS TO BE TRUE. THERE ARE NO CLEAR SIGNALS OR WARNINGS ON THE SOUTH SIDE OF THE RWY AND THE APCH PLATE IS NOT MARKED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SAID THAT THEY WERE HOLDING ON THE PARALLEL TXWY SHORT OF TXWY L7 AS DIRECTED. THEY COULD SEE THE APCH TRAFFIC AND WERE SURPRISED THAT IT WAS SENT AROUND BY THE TWR. HE NOTED THAT THERE ARE NO MARKINGS TO INDICATE A HOLD SHORT POSITION ON THE PARALLEL TXWY. THE TWR SAID THAT THEY HAD ENTERED THE 'RWY OBSTRUCTION ZONE'. THERE IS NO INDICATION OF SUCH A ZONE ON THE COMMERCIAL ARPT CHART. HE ALSO NOTED THAT TWR SAID THAT THIS WAS THE SECOND OCCURENCE THAT DAY OF THE 'RWY OBSTRUCTION ZONE' BEING ENTERED WITHOUT CLRNC.
