Narrative:

We were at FL310 and cleared to cross flabb intersection at FL290. The first officer was flying and I put '290' in the target altitude window on the FMS. We both thought he pulled the altitude knob to arm the altitude mode. We were about 15 mi from the fix. I began to set up the approach. I looked up and noticed we had not begun the descent, and were not going to make the restr. I began an immediate descent when center reissued the clearance to descend and maintain FL290. There was no traffic conflict and we discussed the need for vigilance and coordination. Supplement information from acn 487321: we were approximately 15 mi from the fix. I was flying and the captain put 29000 in altitude target window of the FMS. Due to various distractions the descent was not initiated automatically and we began an immediate descent.

Title: A FOKKER 100 CAPT AND FO RPTED THAT THEY MISSED A XING RESTR FOR FLABB INTXN IN ZTL'S AIRSPACE.

Narrative: WE WERE AT FL310 AND CLRED TO CROSS FLABB INTXN AT FL290. THE FO WAS FLYING AND I PUT '290' IN THE TARGET ALT WINDOW ON THE FMS. WE BOTH THOUGHT HE PULLED THE ALT KNOB TO ARM THE ALT MODE. WE WERE ABOUT 15 MI FROM THE FIX. I BEGAN TO SET UP THE APCH. I LOOKED UP AND NOTICED WE HAD NOT BEGUN THE DSCNT, AND WERE NOT GOING TO MAKE THE RESTR. I BEGAN AN IMMEDIATE DSCNT WHEN CTR REISSUED THE CLRNC TO DSND AND MAINTAIN FL290. THERE WAS NO TFC CONFLICT AND WE DISCUSSED THE NEED FOR VIGILANCE AND COORD. SUPPLEMENT INFO FROM ACN 487321: WE WERE APPROX 15 MI FROM THE FIX. I WAS FLYING AND THE CAPT PUT 29000 IN ALT TARGET WINDOW OF THE FMS.
