Narrative:

During climb in IMC. ATC instructed us to 'level at 9000 ft immediately.' we were previously cleared to 17000 ft and were climbing in excess of 4000 FPM. The instruction came as we were passing 8600 ft. PF disengaged autoplt to level off. TCASII activated with several conflicting RA's (monitor vertical speed, climb, then descend). Screen showed traffic co-altitude. PF descended to approximately 8500 ft. Controller frantically started issuing instructions. We were unable to hear because TCASII was very loud. Captain called ATC facility and they acknowledged their error and apologized. I don't understand why the controller just didn't let us continue our climb. We would have been way above him (the traffic) and no factor with our current rate of climb when ATC instructed us to level off.

Title: ACFT ON DEP, MAINTAINING A HIGH CLB RATE, WAS GIVEN AN IMMEDIATE LEVELOFF BY ATC. AS THE CREW ATTEMPTED TO COMPLY, TCASII WAS EMITTING SAME ALT TFC RA'S. THE CREW DSNDED APPROX 500 FT UTILIZING THE TCASII WARNINGS.

Narrative: DURING CLB IN IMC. ATC INSTRUCTED US TO 'LEVEL AT 9000 FT IMMEDIATELY.' WE WERE PREVIOUSLY CLRED TO 17000 FT AND WERE CLBING IN EXCESS OF 4000 FPM. THE INSTRUCTION CAME AS WE WERE PASSING 8600 FT. PF DISENGAGED AUTOPLT TO LEVEL OFF. TCASII ACTIVATED WITH SEVERAL CONFLICTING RA'S (MONITOR VERT SPD, CLB, THEN DSND). SCREEN SHOWED TFC CO-ALT. PF DSNDED TO APPROX 8500 FT. CTLR FRANTICALLY STARTED ISSUING INSTRUCTIONS. WE WERE UNABLE TO HEAR BECAUSE TCASII WAS VERY LOUD. CAPT CALLED ATC FACILITY AND THEY ACKNOWLEDGED THEIR ERROR AND APOLOGIZED. I DON'T UNDERSTAND WHY THE CTLR JUST DIDN'T LET US CONTINUE OUR CLB. WE WOULD HAVE BEEN WAY ABOVE HIM (THE TFC) AND NO FACTOR WITH OUR CURRENT RATE OF CLB WHEN ATC INSTRUCTED US TO LEVEL OFF.
