The ground controller had an aircraft on taxiway a. The PA28 cleared runway 5R and entered taxiway a. The ground controller had another aircraft on taxiway a and instructed the PA28 to get back behind the hold short line. The PA28 did as he was told which put him back on the runway with traffic short final.

Narrative: THE GND CTLR HAD AN ACFT ON TXWY A. THE PA28 CLRED RWY 5R AND ENTERED TXWY A. THE GND CTLR HAD ANOTHER ACFT ON TXWY A AND INSTRUCTED THE PA28 TO GET BACK BEHIND THE HOLD SHORT LINE. THE PA28 DID AS HE WAS TOLD WHICH PUT HIM BACK ON THE RWY WITH TFC SHORT FINAL.
