Narrative:
An aircraft operated by air carrier from milwaukee to philadelphia. An XA12 departure. Aircraft was parked on the terminal ramp with both engines shut down and APU running. Conditions were VFR clear, night, dark. Navigation and cabin lights illuminated. During the boarding of passenger, the aircraft was struck on the right wing by a van. The right leading edge of the wing was embedded into the van's windshield. There were injuries inside the van. Causes: early morning dawn. Dark outside. Very poor lighting at commuter gates. Ramp congested, too many airplanes in small space. Aircraft parked on or near service road. Service road not visible from cockpit. Van excessive speed. Speed limit 15 mph. Van traveling at 30+ mph. On CL65 aircraft (canadian regional jet), navigation lights not visible from front of aircraft.

Title: AN ACFT AND GND VEHICLE COLLISION DURING NIGHT OP ON A CONGESTED RAMP THAT IS POORLY LIGHTED.
Narrative: AN ACFT OPERATED BY ACR FROM MILWAUKEE TO PHILADELPHIA. AN XA12 DEP. ACFT WAS PARKED ON THE TERMINAL RAMP WITH BOTH ENGS SHUT DOWN AND APU RUNNING. CONDITIONS WERE VFR CLR, NIGHT, DARK. NAV AND CABIN LIGHTS ILLUMINATED. DURING THE BOARDING OF PAX, THE ACFT WAS STRUCK ON THE R WING BY A VAN. THE R LEADING EDGE OF THE WING WAS EMBEDDED INTO THE VAN'S WINDSHIELD. THERE WERE INJURIES INSIDE THE VAN. CAUSES: EARLY MORNING DAWN. DARK OUTSIDE. VERY POOR LIGHTING AT COMMUTER GATES. RAMP CONGESTED, TOO MANY AIRPLANES IN SMALL SPACE. ACFT PARKED ON OR NEAR SVC ROAD.
