Narrative:
One of the display cooling fans was deferred. The write-up was very vague as to which one was deferred. Also the circuit breaker was supposed to be pulled and collared. It was not. We then had a problem with the other fan and had to call maintenance to find out the problem because the proper circuit breaker was not pulled. After we found that out, we then did the abnormal procedure and continued to our destination as filed. The problem was maintenance did not do the first deferral properly.

Title: A CANADAIR CL65 WAS DISPATCHED IN NON COMPLIANCE WITH AN EFIS COOLING FAN DEFERRED AS INOP, BUT MEL SPECIAL PROCS WERE NOT ACCOMPLISHED.
Narrative: ONE OF THE DISPLAY COOLING FANS WAS DEFERRED. THE WRITE-UP WAS VERY VAGUE AS TO WHICH ONE WAS DEFERRED. ALSO THE CIRCUIT BREAKER WAS SUPPOSED TO BE PULLED AND COLLARED. IT WAS NOT. WE THEN HAD A PROB WITH THE OTHER FAN AND HAD TO CALL MAINT TO FIND OUT THE PROB BECAUSE THE PROPER CIRCUIT BREAKER WAS NOT PULLED. AFTER WE FOUND THAT OUT, WE THEN DID THE ABNORMAL PROC AND CONTINUED TO OUR DEST AS FILED. THE PROB WAS MAINT DID NOT DO THE FIRST DEFERRAL PROPERLY.
