Narrative:
Layer of fog over river in galena causing IFR conditions. Numerous aircraft holding in villages waiting for visibility to pick up to 1 mi. Got WX report from galena WX that it was broken 003 and 1 1/2 mi visibility. Took off, were #5 in sequence between speci traffic for the ILS runway 25. Was cleared by center to 2.0 DME (amira). Upon reaching 2.0 DME had complete visual of runway and we were VFR. Called galena WX, and worker's 'fill-in' reported 'few at 300' (may have then said '300 broken' after that). Hearing few at 300, knew there were no other layers above that (hadn't been all day, it was just a thin layer of fog at 300 ft) canceled IFR with center to let all aircraft behind us in sooner, and let them know we had visual. 2 planes behind us then canceled IFR. Landed, another pilot in front of us said the WX reporter misread the WX and it was actually broken 003, canceled IFR and landed illegally. Talked to galena WX, has it on tape, apologized that his 'fill-in' had misread the WX.

Title: A BE1900 FLT MAY HAVE LANDED ILLEGALLY AFTER CANCELING IFR PRIOR TO ENTERING A 300 FT BROKEN LAYER OF CLOUDS AS RPTED BY AN UNAUTH FSS STATION PERSON NEAR GAL, AK.
Narrative: LAYER OF FOG OVER RIVER IN GALENA CAUSING IFR CONDITIONS. NUMEROUS ACFT HOLDING IN VILLAGES WAITING FOR VISIBILITY TO PICK UP TO 1 MI. GOT WX RPT FROM GALENA WX THAT IT WAS BROKEN 003 AND 1 1/2 MI VISIBILITY. TOOK OFF, WERE #5 IN SEQUENCE BTWN SPECI TFC FOR THE ILS RWY 25. WAS CLRED BY CTR TO 2.0 DME (AMIRA). UPON REACHING 2.0 DME HAD COMPLETE VISUAL OF RWY AND WE WERE VFR. CALLED GALENA WX, AND WORKER'S 'FILL-IN' RPTED 'FEW AT 300' (MAY HAVE THEN SAID '300 BROKEN' AFTER THAT). HEARING FEW AT 300, KNEW THERE WERE NO OTHER LAYERS ABOVE THAT (HADN'T BEEN ALL DAY, IT WAS JUST A THIN LAYER OF FOG AT 300 FT) CANCELED IFR WITH CTR TO LET ALL ACFT BEHIND US IN SOONER, AND LET THEM KNOW WE HAD VISUAL. 2 PLANES BEHIND US THEN CANCELED IFR.
