Narrative:
If the system involved (emergency lighting system) would have been more critical, it could have been ugly. Maintenance provided excellent advice, but even after I went out of my way to present electrical schematics to superiors, my concerns were basically ignored. After almost 27 yrs in aviation maintenance, you develop a sixth sense for something that just isn't correct, even if your understanding of that particular system isn't the best. I felt that the purpose of a component in the reported system was being interpreted incorrectly, and I turned out to be correct -- it was not functioning as designed. The faulty component was replaced and tested properly. One other factor involved in this entire incident is the lack of parts available for this model of aircraft at ZZZ.

Title: A TECHNICIAN WORKING THE EMER LIGHTING SYS ON A FOKKER 100 RPTS THE LACK OF PARTS, TRAINING, TOOLING AND MGMNT SUPPORT TO ACCOMPLISH THE JOB.
Narrative: IF THE SYS INVOLVED (EMER LIGHTING SYS) WOULD HAVE BEEN MORE CRITICAL, IT COULD HAVE BEEN UGLY. MAINT PROVIDED EXCELLENT ADVICE, BUT EVEN AFTER I WENT OUT OF MY WAY TO PRESENT ELECTRICAL SCHEMATICS TO SUPERIORS, MY CONCERNS WERE BASICALLY IGNORED. AFTER ALMOST 27 YRS IN AVIATION MAINT, YOU DEVELOP A SIXTH SENSE FOR SOMETHING THAT JUST ISN'T CORRECT, EVEN IF YOUR UNDERSTANDING OF THAT PARTICULAR SYS ISN'T THE BEST. I FELT THAT THE PURPOSE OF A COMPONENT IN THE RPTED SYS WAS BEING INTERPED INCORRECTLY, AND I TURNED OUT TO BE CORRECT -- IT WAS NOT FUNCTIONING AS DESIGNED. THE FAULTY COMPONENT WAS REPLACED AND TESTED PROPERLY. ONE OTHER FACTOR INVOLVED IN THIS ENTIRE INCIDENT IS THE LACK OF PARTS AVAILABLE FOR THIS MODEL OF ACFT AT ZZZ.
