Narrative:
Flight of 3 F16's return from the howard MOA requesting simulated flameout procedure. Cessna on IFR practice approach ILS runway 22. Air carrier JS41 on visual approach vector runway 31. 15 mi northwest F16 declares minimum fuel emergency 'less than 5 mins fuel.' cessna broken off approach on 6 mi final. Jetstream vectored zone of airport to follow a second F16 declaring minimum fuel over the airport. F16's land without incident. Several times, in the 4 yrs I have been here, the F16's have declared 'minimum fuel.' first time an emergency was declared. Why do they return to the airport with 5 mins of fuel remaining?

Title: APCH CTLR COMPLAINT OF MIL F16 ACFT DECLARING MINIMUM FUEL AFTER RETURNING FROM MOA TACTICAL PRACTICE CAUSING APCH CTLR WORKLOAD INCREASE BY REISSUING CLRNCS TO OTHER ACFT AHEAD OF F16 DECLARING MINIMUM FUEL.
Narrative: FLT OF 3 F16'S RETURN FROM THE HOWARD MOA REQUESTING SIMULATED FLAMEOUT PROC. CESSNA ON IFR PRACTICE APCH ILS RWY 22.
