Narrative:
On the date of the occurrence, I cleared a cessna for takeoff from the run-up of runway 28L, at the same time a duchess was touching down on runway 28R. As the duchess rolled out, I scanned runway 28L and observed the cessna that was previously cleared for takeoff was not on the runway, so I cleared the duchess to cross runway 28L at taxiway G without delay. The duchess complied. However, as the duchess entered runway 28L at taxiway G, the cessna in the run-up of runway 28L pwred up and entered runway 28L. The pilot of the cessna observed the duchess crossing the runway and aborted his takeoff. I attempted to stop the duchess from crossing but due to his rate of speed he was unable to comply. Contributing factor: the cessna cleared on runway 28L delayed almost a full min prior to starting takeoff roll. Corrective action: crossing clrncs will no longer be issued with open departure instructions.

Title: LCL TWR CTLR OPERROR WHEN HE RELEASED A C182 FOR TKOF WHEN A BEECH 76 HAD BEEN CLRED TO CROSS THE SAME RWY DURING TAXI IN.
Narrative: ON THE DATE OF THE OCCURRENCE, I CLRED A CESSNA FOR TKOF FROM THE RUN-UP OF RWY 28L, AT THE SAME TIME A DUCHESS WAS TOUCHING DOWN ON RWY 28R. AS THE DUCHESS ROLLED OUT, I SCANNED RWY 28L AND OBSERVED THE CESSNA THAT WAS PREVIOUSLY CLRED FOR TKOF WAS NOT ON THE RWY, SO I CLRED THE DUCHESS TO CROSS RWY 28L AT TXWY G WITHOUT DELAY. THE DUCHESS COMPLIED. HOWEVER, AS THE DUCHESS ENTERED RWY 28L AT TXWY G, THE CESSNA IN THE RUN-UP OF RWY 28L PWRED UP AND ENTERED RWY 28L. THE PLT OF THE CESSNA OBSERVED THE DUCHESS XING THE RWY AND ABORTED HIS TKOF. I ATTEMPTED TO STOP THE DUCHESS FROM XING BUT DUE TO HIS RATE OF SPD HE WAS UNABLE TO COMPLY. CONTRIBUTING FACTOR: THE CESSNA CLRED ON RWY 28L DELAYED ALMOST A FULL MIN PRIOR TO STARTING TKOF ROLL. CORRECTIVE ACTION: XING CLRNCS WILL NO LONGER BE ISSUED WITH OPEN DEP INSTRUCTIONS.
