Narrative:
I was operating my aircraft along the inter-coastal waterway. I was complying within crash fire rescue equipment far 91.119 section C which describes the altitude operation limits. Along the route I encountered a vessel that looked like a tug or salvage ship. I maneuvered to remain clear of the vessel and then proceeded on to my destination.
