Narrative:
On climb out from iad, air carrier X (us) were cleared to 14000 ft. While level at 14000 ft (4 mins) center called us to expedite climb through 15000 ft to 17000 ft. The captain said we were cleared and level at 14000 ft. Center came back and said to climb to 17000 ft, expedite through 15000 ft. As we started a climb we received an RA (red).I exercised an RA maneuver at 14300 ft with 2200 FPM down then leveled at 14000 ft when clear RA. Center came back with a climb again to 17000 ft after the traffic passed over the top of us. There was an air carrier Y on frequency at the same time. We did not get any traffic calls from ATC. Altitude separation was estimated 1000 ft vertical. The captain alerted me to expect an RA and descend when it was amber with +800 ft altitude differential.

Narrative: ON CLBOUT FROM IAD, ACR X (US) WERE CLRED TO 14000 FT. WHILE LEVEL AT 14000 FT (4 MINS) CTR CALLED US TO EXPEDITE CLB THROUGH 15000 FT TO 17000 FT. THE CAPT SAID WE WERE CLRED AND LEVEL AT 14000 FT. CTR CAME BACK AND SAID TO CLB TO 17000 FT, EXPEDITE THROUGH 15000 FT. AS WE STARTED A CLB WE RECEIVED AN RA (RED).I EXERCISED AN RA MANEUVER AT 14300 FT WITH 2200 FPM DOWN THEN LEVELED AT 14000 FT WHEN CLR RA. CTR CAME BACK WITH A CLB AGAIN TO 17000 FT AFTER THE TFC PASSED OVER THE TOP OF US. THERE WAS AN ACR Y ON FREQ AT THE SAME TIME. WE DID NOT GET ANY TFC CALLS FROM ATC. ALT SEPARATION WAS ESTIMATED 1000 FT VERT. THE CAPT ALERTED ME TO EXPECT AN RA AND DSND WHEN IT WAS AMBER WITH +800 FT ALT DIFFERENTIAL.
