Narrative:
I was following a heavy to runway 25L. ATC continually asking if I had the heavy in sight. 'No' I replied. Brasilia was to follow on runway 25R not to pass me. I was assigned 160 KTS, brasilia turned in on me and I saw him at 1:30 O'clock position, parallel at same time of RA and ATC's decision to turn me to 140 degrees heading left. Problem: 1) trying to always cram more aircraft into smaller areas, 2) ATC assuming for their planning that we will always except a visual. Thus ATC is not ready and will for any other reply like, 'no contact.' brasilia did not maintain separation, as instructed by ATC. When I advised ATC of our descent for an RA, his response was, 'ya, no problem, that is just the brasilia at 1 O'clock position.' sorry, TCASII RA's take into account the brasilia and any other aircraft close, and take precedent over ATC.

PROB: 1) TRYING TO ALWAYS CRAM MORE ACFT INTO SMALLER AREAS, 2) ATC ASSUMING FOR THEIR PLANNING THAT WE WILL ALWAYS EXCEPT A VISUAL. THUS ATC IS NOT READY AND WILL FOR ANY OTHER REPLY LIKE, 'NO CONTACT.' BRASILIA DID NOT MAINTAIN SEPARATION, AS INSTRUCTED BY ATC.
