Narrative:
Late night departures to the north at sea are cleared 'seattle 2 departure, bluit intersection,as filed.' bluit is not a charted transition point on the seattle 2 SID. The SID chart or the clearance must be changed, for FMS aircraft, assign the bluit FMS SID, but add a note to the SID chart, stating that night time departures can expect vectors away from noise sensitive areas.

Narrative: LATE NIGHT DEPS TO THE N AT SEA ARE CLRED 'SEATTLE 2 DEP, BLUIT INTXN,AS FILED.' BLUIT IS NOT A CHARTED TRANSITION POINT ON THE SEATTLE 2 SID.
